Broaddus Independent School District (“BISD”) is seeking responses to this Request for Qualifications (RFQ) for real estate broker services.

Requests for information related to this solicitation must be submitted in writing to Superintendent, Lucas Holloway, via email (lholloway@broaddusisd.com). All questions regarding this RFQ must be submitted no later than DATE, 2024 at 4:00 p.m. to afford sufficient time for BISD to respond to vendor inquiries and disseminate the requested information to all interested vendors. All responses to inquiries will be posted as Addenda to this RFQ on the District’s website. It is the responsibility of all interested vendors to regularly check the website for updates.

Interested vendors may not contact any member of the BISD Board of Trustees regarding this RFQ, and violation of this expectation may be grounds for disqualification from the selection process. BISD reserves the right to accept or reject any Response to this RFQ and to waive any technicalities or formalities.

Any Response submitted to this RFQ must remain open for acceptance for at least ninety (90) calendar days following the opening of the RFQ to allow time for Responses to be evaluated and Board of Trustees action, if required.

Waiver: By submitting a Response to this RFQ, each interested vendor agrees to waive any claim it has or may have against BISD, its Board of Trustees, agents, employees, or officers, arising out of or in connection with this solicitation, the selection process and/or recommendation for award of the contract.

Scope of Services

Broaddus ISD seeks quality, experienced real estate brokers and/or firms to provide real estate services related to the proposed sale of surplus District property. All information regarding the surplus property which is intended to be sold is attached to this RFQ as Exhibit 1. Services desired include, but are not limited to the follow:

-         Perform market analysis for the site identified for sale;

-         Assist with development of marketing materials describing the site for sale, including physical characteristics and other information;

-         Actively market the site for sale using MLS and other real estate marketing/sales platforms on a local and national basis, including direct contacts, advertising, and internet website marketing;

-         Prepare periodic status reports indicating progress in marketing the site for sale;

-         Collaborate with school personnel and/or Board of Trustees to review status reports on marketing efforts;

-         Providing real estate appraisals, or recommending/coordinating with Real Estate Appraisers, as requested;

-         Assist with negotiation of sales contracts and other requirements related to the sale of school property, as requested;

-         Assist BISD and legal counsel in achieving timely and efficient documentation of the sales process, including closing of transactions;

-         Assist with other miscellaneous real estate activities as requested, including providing general real estate economic information and analysis and/or providing general expertise to BISD on real estate related matters;

-         Coordinating and securing title information, real estate transaction closings, and handling other customary services associated with real estate transactions.

Selection Process & Criteria

BISD seeks Responses from Respondents meeting the following general expectations:

-         Licensed and in good standing with the Texas Real Estate Commission

-         Excellent reputation in the real estate community

-         Knowledgeable in the local and state real estate market; minimum of five (5) years experience with commercial properties

Responses will be evaluated using the following criteria:

1.      Firm Size and General Capabilities

2.      Real estate market expertise in Texas

3.      Years of real estate experience

4.      Knowledge of diverse marketing strategies for selling commercial property

5.      On-the-ground presence

6.      Strong local and community relationships

7.      Licenses and certificates in good standing

8.      Experience selling school-owned properties

Response Requirements

All Responses must be submitted on the attached Response to RFQ Form. All interested real estate brokers must be registered in the state of Texas. All Responses must include the following:

-         Response to RFQ Form

-         Any attachments or supplemental information on your firm (optional)

-         Felony Conviction Notice

-         Conflict of Interest Questionnaire

-         Fill out/submit Disclosure of Interested Parties / Certificate of Interested Parties (Form 1295) via the Texas Ethics Commission Website: 1295 Filing Info
